NEW DELHI, March 27 (Xinhua) -- Indian parliament, the country's lawmaking body, Monday passed a mental healthcare bill, decriminalising suicide, officials said.
The bill states that a person who attempts suicide shall be presumed to be suffering from mental illness at that time and shall not be subjected to punishment.
"Notwithstanding anything contained in section 309 of the Indian Penal Code (rule book), any person who attempts to commit suicide shall be presumed, unless proved otherwise, to have severe stress and shall not be tried and punished under the said Code," the bill says.
The bill was approved in the lower house of parliament (locally called Lok Sabha). Upper house of parliament (Rajya Sabha) had passed the bill in August 2016.
"The bill seeks to provide mental healthcare and services for persons with mental illness and to protect, promote and fulfil their rights during delivery of healthcare services to them," an official said.
The bill also provides for a penalty and imprisonment in case of violation of its provisions.
India's federal Health Minister Jagat Prakash Nadda described the legislation as "progressive and patient centric."
A ruling party legislator Heena Gavit supported the bill, saying it covers all spheres of mental illness. She, however, expressed concern over shortage of psychiatrists in the field of mental healthcare.
According to Gavit, India has only 4,500 psychiatrists against the required number of over 12,000.
The Indian government spends 1.15 percent of its GDP on public healthcare. This month, the government introduced a new national health bill that promises to raise public health expenditure to 2.5 percent of the GDP in a time-bound manner.

NAIROBI, May 8 (Xinhua) -- Kenya Wildlife Service (KWS) rangers are pursuing suspected poachers who on Monday killed a female rhino and cut away its horns in a private sanctuary in central Kenya.
KWS spokesman Paul Gathitu said the game rangers also rescued a rhino calf, which was found next to the carcass of its mother in Solio Ranch.
"An ongoing operation had earlier picked unidentified footprints of suspected poachers who infiltrated the private sanctuary, and with additional aerial support, we discovered a separate rhino carcass estimated at three weeks old, with horns removed," Gathitu said in a statement issued in Nairobi.
He said the aerial support aided the discovery of the calf which has since been attended to by KWS veterinary doctors and is recovering.
"KWS has intensified security operations within the ranch and all efforts have been directed at bringing the perpetrators of the crime to book," Gathitu said.
He said that following the incident, KWS rangers countrywide have been put on high alert to prevent an upsurge of poaching.
"We are calling upon the public to volunteer information to help put an end to this practice by actions of criminals out to destroy Kenya's wildlife resources for individual gain," Gathitu said.
Poaching for the illegal trade in rhino horn has continued to undermine rhino conservation successes that were made in the last two decades in Africa.
Over the last two years, poaching had declined in Kenya, and for the first time since 2008, the numbers of rhinos poached in the country reached an all-time low.
However, conservationists have expressed concerns about the recent surge in poaching in Kenya.

ANKARA, May 29 (Xinhua) -- The central issue in relations between Ankara and the EU is opening various chapters for Turkey's possible accession to the bloc, Turkish deputy prime minister and government spokesperson Numan Kurtulmus said on Monday.
"Opening the chapters will form the main point of Turkish-EU relations," he told reporters after a cabinet meeting quoting as the state-run Anadolu Agency.
"Turkey's main goal is to maintain relations with the EU under the framework of full future membership," he added.
Consensus was reached to revive ties between Ankara and Brussels at a meeting of President Recep Tayyip Erdogan and EU leaders on the sidelines of a NATO summit in Brussels on May 25.
Following the meeting in Brussels, Erdogan said the EU had presented Turkey with a new 12-month timetable for renewing relations.
